Biography

Scott has legislative experience in a variety of issues, including healthcare, disability, and procurement. Before joining Public Policy Partners, Scott worked as Chief of Staff for Maryland Senator Clarence Lam. Scott was instrumental in the passage of over 30 bills where Senator Lam was the lead sponsor, including the creation of licensure for genetic counselors and certified midwives, supporting school-based health centers, enhanced protections for LGBTQ and immigrant Marylanders, and modernizing our health care system. He has a Master of Social Work from the University of Maryland, Baltimore, specializing in behavioral health.
